Dylann Roof reacted to/from thoughts he believed.
Most of us (used to) believe bogyman thought, and reacted accordingly.
We only hurt ourselves emotionally; he hurt many people emotionally by killing nine.
In both cases there was a "lack of recognizing reacting to/from thought".
Lobotomizing is no longer practiced. (as far as I know).
'Robotizing' (via conditioning) is still in vogue and rampant; being practised unwittingly.
We are all conditioned to and by language/thoughts. Recognizing that is what empowers us and makes choosing rational thoughts possible.
